Serial Auto Burglar

On 11/2/16 at 1624 hours, Officers with the Redding Police Neighborhood Police Unit conducted a patrol check of the Ponderosa Hotel. The NPU is designed to take a proactive approach to policing as opposed to a reactive approach. Officer Maxwell observed a known probationer entering the parking lot of the hotel and immediately recognized the individual from pictures and a video circulating on social media of a suspected auto burglar. The NPU officers detained Michael Jacob Griggs, 19 years old, of Redding.

Upon questioning, Griggs admitted to the vehicle burglary captured on video. Griggs admitted to being a heroin addict who supports his 50 dollar a day habit by stealing from vehicles in the downtown area. Griggs also possessed identification cards which were later determined to come from an unreported theft from a vehicle downtown. Griggs identified locations of vehicles he broke into over the past several weeks. He estimated he was responsible for 25 to 30 thefts from vehicles in the month of October. Many of these thefts were found to be unreported. Griggs disclosed that in each theft, he observed valuable property in plain view. Griggs said on most occasions, he stole from vehicles that were left unlocked. NPU officers were able to tie Griggs to numerous vehicle burglaries reported in the downtown area.

Griggs stated he would take the stolen property and exchange it for heroin within 30 minutes of committing the theft. NPU officers followed evidence which indicated stolen property may be at the Americana Hotel. NPU officers went to the Americana Hotel, room #50 and made contact with the occupants. These individuals were smoking methamphetamine in the hotel room when officers arrived. Many of these subjects were known to officers as they were the same subjects NPU would frequently contact at the now closed Redding Inn. Evidence of ongoing methamphetamine and heroin use in the room was discovered. All five subjects were arrested on drug related charges under Redding Police Case #16-78775.

Michael Griggs was booked into Shasta County Jail for violation of probation and burglary.

To prevent being victimized, the Redding Police Department wants to remind citizens to lock and remove valuable items from their vehicles. Officers from the NPU will continue to proactively police high crime areas in efforts to prevent the further victimization of Redding’s citizens. Train vs. Pedestrian

On November 7, 2016 at about 2:46AM, RPD officers were dispatched to a train versus pedestrian on the railroad tracks about 800’ north of the Eureka Way (HWY 299) overpass.  Officers arrived on scene and located the body, which suffered major trauma, on the west side of the railroad tracks.

According the Union Pacific engineer, the train was traveling at about 40 mph when the pedestrian was struck.  The pedestrian was walking southbound on the railroad tracks and did not attempt to move out of the way.  The train’s headlamp was functioning and the engineer was sounding the horn.

The deceased has not yet been identified.

It does not appear at this time that drugs and/or alcohol were a factor in this incident.

Union Pacific authorities were contacted and responded to the scene.  Any further questions concerning this incident can be forwarded to the Union Pacific authorities.

SINTF Search Warrant

SINTF Agents served a search warrant at a residence in the city of Anderson today that resulted in the seizure of over two pounds of methamphetamine.

The morning started out with undercover agents watching a house in the 2900 block of Douglas Street. When Jonathan Stephen Melfa exited the residence and drove away in a blue Volvo sport utility vehicle, the agents followed at a distance. Additional agents stopped Melfa at the corner of Shasta Street and Market Street in downtown Redding in order to search his vehicle and person pursuant to a search warrant.

Ironically, Melfa told the agents he was on the way to an appointment with his probation officer. Melfa is currently on supervised felony probation out of Shasta County for Possession for Sale of Methamphetamine.

Melfa had sixteen grams of methamphetamine in his vehicle’s center console, along with a methamphetamine smoking pipe. Melfa was arrested and transported to his residence on Douglas Street in Anderson, where his residence was searched by SINTF Agents. The Anderson Police Department also assisted.

Melfa’s girlfriend, Evadne Rose Tyreebake, age 34, was home with her four year-old child when agents arrived at the house.

The initial search uncovered a small amount of methamphetamine and approximately one-half pound of marijuana within reach of the child. Further searching resulted in the discovery of over two pounds of methamphetamine hidden in the laundry room. The methamphetamine was hidden within the steel body of a functional washing machine. The washing machine had to be partially disassembled to retrieve the stash of drugs.

Agents also discovered $2,300 of drug proceeds secreted in Melfa’s bedroom.

Tyreebake did not appear to be involved in the drug trade, but she does use methamphetamine.

Agents summoned Shasta County Child and Family Services to the scene, at which time the four year-old was placed under protective custody and later released to a responsible relative. The Shasta County District Attorney will review charges against Tyreebake for Possession of Methamphetamine and Child Endangerment.

Jonathan Melfa, age 36, of Anderson, was booked at the Shasta County Jail for Possession for Sale and Transportation of Methamphetamine, as well as Child Endangerment. The Shasta County Probation Department is additionally holding him without bail on a felony charge of violating the terms of his probation.
“The most satisfying part of our job is getting children away from a dangerous situation,” said SINTF Commander Shawn McGinnis. “Children in the care of drug dealers have to deal with parents that are high on drugs much of the time, which is bad enough. The home invasion robberies and violence surrounding the drug trade make them especially vulnerable. In this case a relative offered to care for the child until the mother could get on her feet again, and for that we are thankful.”

Fatal Traffic Collision

CASE#16-80894

On November 10, 2016 at approximately 4:58 pm, Redding Police Officers were dispatched to the area of Buenaventura Boulevard near the intersection of Lakeside Drive for a report of a three vehicle collision. Upon arrival, the first collision was found to have occurred in a southbound #1 lane of Buenaventura Boulevard.

Ira Cox, 55 years of Redding, was driving his Chevrolet Suburban southbound on Buenaventura Boulevard in the #1 lane. William Frost, 85 years of Redding, was driving his Hyundai Accent eastbound on Lakeside Drive. Frost, who was stopped at a stop sign, pulled out onto Buenaventura Boulevard directly into the path of Cox’s vehicle causing a broadside collision. Frost’s vehicle also struck another vehicle which was traveling northbound on Buenaventura Boulevard before coming to rest on the sidewalk of the east curb line. Frost and his passenger were both transported to Mercy Hospital for treatment. Frost was pronounced deceased later that evening by on duty medical staff. The passenger was treated for minor injuries and released. The drivers of the other involved vehicles weren’t injured.

Buenaventura Boulevard was briefly closed at Lakeside Drive while officers conducted the traffic collision investigation. There is no indication of impaired driving by all involved parties and the collision is currently under investigation.

Vandalism and Civil Rights Arrest

On November 05, 2016 at approximately 8:00 a.m., City Councilperson Elect Julie Winter contacted the Redding Police Department for assistance after discovering approximately 20 campaign signs of hers had been damaged or defaced with orange spray paint throughout the Redding area.  The total loss and cost was approximately $600.00.  The signs had “Bethel” spray painted across them.  Other signs had bumper stickers attached to them with “Bethel” on the stickers.

On November 12, 2016 at approximately 11:00 a.m., Redding Police Officer J. Ferrin received information from a business regarding a female coming into their business and bragging about her hatred for the Bethel Church.  The female also claimed she was the person who had damaged Julie Winter’s signs because of Julie Winter’s affiliation with the Bethel Church.  Officer Ferrin was able to positively identify the suspect as Paula Rudy, 54 years, of Redding.

On 11/13/2016 at approximately 10:00, Paula Rudy was located at her home and arrested for damaging the personal property of another at a value greater than $400.  Rudy was also charged with a civil rights violation.

Armed Drug Dealer

CASE # 16-80955

On November 10, 2016, at 10:40 p.m., officers from the Redding Police Department were dispatched to a call of a citizen following a Chrysler Sebring being driven by a possible intoxicated driver. The driver nearly struck another vehicle on Shasta View Drive and was driving erratically. Officers arrived in the area, found the Chrysler passenger car and attempted a traffic enforcement stop. The driver, later identified as Joshua Eugene Brock (36 years of Redding), attempted to flee from officers and a pursuit ensued. During the pursuit Brock threw a loaded 9mm handgun, with a high capacity magazine, out of his car window. Brock eventually pulled over and ended the pursuit on Highway 44 near Shasta View Drive.

Brock admitted to having a large quantity of methamphetamine, marijuana, and another firearm in his car. A search of the vehicle discovered 22 ounces of methamphetamine, 5 pounds of marijuana, and a loaded sawed off shotgun.

Brock has an extensive criminal history for transportation and sales of narcotics, resulting in two prior state prison sentences. Brock was booked at the Shasta County Jail for 8 felony charges to include possession of methamphetamine for sale, being a felon in possession of firearms and ammunition, possession of marijuana for sale, evading an officer, being armed during the commission of selling narcotics, and driving under the influence of drugs. Brock posted bail at the Shasta County Jail and was released the morning of his arrest.

On November 20, 2016, at 11:16 a.m. Officers form the Redding Police Department responded to a residence in the 1100 block of Yogi Ct. on a report of a stabbing that had just occurred. Upon arrival Officers located the victim of the stabbing and determined that he had succumbed to his injuries.  The victim is a male adult and his identity will not be released at this time.  When Officers arrived they contacted several witness at the residence and were and advised the suspect had fled the scene on foot prior to their arrival.

Investigators from the Redding Police Department were called out to the scene and took over the investigation. After reviewing the evidence at the scene and interviewing the witness Investigators determined this was going to be a homicide investigation.

The suspect was identified as Corey Leon Willyard, 26 years of Redding. He is described as a white male adult, 5’6”, 140-150 lbs., red hair and last seen wearing a black t-shirt and blue pajama bottoms.  (See attached photo)  Willyard’s whereabouts are unknown at this time.  Anyone with information regarding the whereabouts of Willyard or this investigation is asked to contact the Redding Police Department Investigations Division at (530)225-4214.
